ignoring how it might/might not be possible to happen, what is the worst type of zombies to encounter?
Let's exclude clowns as a bit of an obvious winner.  (not that that occurs much... does it?  Are they Immune to evil weather?)
I think giant mosquitoes are the worst because not only do they fly they come in huge numbers. 
That said Giant sponges are problematic, but very weaponizble!

The worst I've encountered were Elephant Thralls.  They're faster than I had expected, to say the least.

I've never done a terrifying ocean embark, however; I hear tales that zombie whales are possibly the deadliest things imaginable.

As stated above, I've never done a terrifying ocean embark, however there is a reference in the wiki (under 'starting build'):

By definition, the settlement will fall between (at least) two biomes (one land, one water), potentially hazardous if the player expects a peaceful oceanside meadow, without realizing the terrifying ocean is full of amphibious zombie whales.

Time for research, perhaps?

Giant mosquitos came in huge numbers only in 34.01, which due to a lethal bug (no, not the giant mosquito) has no save compatibility with any other version of DF. Toady deliberately broke compatibility with 34.02 to stop people from continuing with their doomed 34.01-genned forts.
