No, it's a rough analog for a 5 turn Poison effect from a dedicated infliction Action with a 2 Turn Cooldown.

So, Projeck asked me to review Contagion right? Well I was thinking, all the Damage Over Time effects I've seen thus far look really anemic, so I figured that if I presented something with a similar effect, I could have an approximate model to make comparisons with.

Contagion has Pinpoint Toxin, a Level 2 Action with a 2 turn cooldown that hits for 1d6 + SYN damage, and inflicts 5 turns of Poison dealing 1d6 damage per turn. So the reason why I was asking you, was so that I could know how powerful a Godhand or Butchery style attack that took a 2 turn cooldown, takes 5 turns to even hit, and can't have multiple instances waiting to hit the same foe would be. The total cumulative damage of Pinpoint Toxin would have be roughly (there's a good deal of differences, but it would still let me see if it was noticeably underpowered) equal to that for it to be worth it.

I figured it would be about 3-4 times the damage of a Basic Attack.

Well, congratulations Projeck, Contagion's Poison damage has been doubled. Still going to need to do something about him spending 2 more Ability Points than he has though :P

So, about buffing Ian's weapon...
It doesn't need a buff, it needs several upgrades and a good crafter to perform them. It is currently Level 2. Jaiko is Level 4 with one Upgrade Slot filled. Vindicator is Level 5. Not sure about Mistrelle, it might be Level 6 since it spawned with a Level 6 character. A buff is only needed if after all that, it is still is weaker.

It shouldn't be. And it's also weaker than most of the other character's weapons that have gotten in. I don't just make this stuff up you know, I know it needs a buff because pretty much everything about Ian needed buffing because I went with conservative numbers unlike pretty much everyone else and the GMs didn't say shit about it beyond a 'you're good'.

It deals 5.5 damage on average before stat involvement, compared to Vindicator's most powerful form's 7.5 average damage. It is three levels lower. I'm reasonably certain that it would deal significantly more damage than Vindicator if it was upgraded up to Level 5. Granted Vindicator can deal ranged damage, but Faolchú Liath has another upgrade slot, which as Jaiko demonstrates, can be used to grant powerful benefits such as extra attacks. Again I would recommend you try crafting first.

And shouldn't you have requested a restat as soon as you noticed that everyone else had more potent actions?
