First off, Penelope isn't a stranger
Second, think slightly of Frankenstein's monster when you think of how he feels. He hasn't talked to anyone in years, been isolated and basically turned away by people that he has saved (ex: the monster saves the girl from drowning, but is shot by a gun by the girl's relative). Citizens label him as a monster when it comes to him being a superhero. Now he actually has someone that he knows who is willingly talking to him and has a positive opinion of him. This is a first for him, in a long, long time. So naturally, just as Frankenstein's monster craved the friendship and guardianship of the blind man in the cottage, Contagion craves that from Penelope.
Third, this definitely doesn't make him a yandere.

Ironically, Rin and Tatsuya actually don't like each other very much, for plot reasons I never revealed. Rin gets a pass for actually disliking someone because he was a proto-Yuri, so not all of Yuri's traits were solidified.
