Proclaim Religious Equality

This seems like something of a waste when we're already doing that. We should proclaim it officially at some point, but for now I think something we can expect to see dividends from is a better plan.

I expect religious equality to substantially decrease the number of complaints and conflicts between churches, since they know it would be an uphill battle to sway us. This limits the amount of unrest and happiness loss we risk in those events, and potentially increases general prosperity accordingly. That's the dividend.

I see four edicts I would be interested in proclaiming:
Fireblood, Statesmen, Primogeniture, or Religion

Reforming the primogeniture rules is something in which we've had interest previously, but cannot be a priority with several male heirs and our only daughter married away. The other three I'm kind of guessing as to which offers the greatest returns. We already have the best Fireblood weapons of any people we know and a funded research program. I don't dispute the likelihood of some benefit to the Fireblood Court, but my estimate is that it's a matter of margins and won't contribute to the immediate war with Eval. Whereas religious liberty has been part of Cyl's fundamental principles (and to some degree his ancestors before him).

BTW Haspen, I'm assuming it is also possible to pass on the opportunity if we like how the government is set up, although this is not explicitly stated?

Bureaucratic edicts will allow you to change government, from despotism/absolutism to constitutional or even matriarchal monarchy if it won't explode beforehand v;

Heck, with enough tinkering you can turn the administrative hierarchy prevalent in the region since ancient times right into proper european feudalism.

Religious Equality is pretty good and also likely a good use of our high Authority, but I'd still agree that Establish the Fireblood Court sounds so cool we can't possibly refuse.
