It seems to me a very large proportion of rebellions have been in the "west, the lands that were formerly Felonsein." I'm not sure our rapid conquest came down quite hard enough on them, but its tough to address until they actually try something stupid.

A) Assuming one point for each religion that puts in a pretty deep hole
B) Is a total toss of the dice
