Camo cloaks are prob only used by SM scouts and imperial assassins, given their rarity, with the obvious exception of everson assasins, since they just go full WRYYYYYYYYY on everyone.

Ratlings and Guard Veterans and Command Squads can get them I think. They aren't hugely rare if the RPGs are anything to go by, being about as common as power swords and plasma guns, so it wouldn't be odd to see them on any relevant specialist who isn't trusted with more advanced tech like stealth fields or the assassins tech.

Assassins Synskin is far superior to camo cloaks anyway. Stops them from being detected by heat sensors in addition to be sneaky. It's also black and skintight for extra sexiness.  :P
