After the tentacles attack, go to the second dirt-blocked passageway. Before you dig it out, jump onto the dirt pile and from there jump onto the top of the left side of the tube. Keep going until you reach the wall and a torn Protectorate banner, and underneath that is some torn cloth. Right click on it or use the matter manipulator and you turn the torn cloth into a cape.

Just to make sure, everyone knows about the flower headwear item, right? That's also on Earth.
