Do that as part of the creation of the Dgetagan race.  Establish, however, portal links to the other places and no particular directive on whether to stay.  Also, artificial gravity shall happen.
The AI should not, at this point, be too much of a barrier, so I expend some power on actually making the basic requirements and installing them.

I listen to prayers, as well.

"You misunderstand.  There is not an AI race.  There is a single AI at the core of a planet, administering it for the populace, perhaps with safeguards to avoid the traditional 'go insane and kill everyone' pitfalls so many fictional works dwell upon.  Theoretically, your race could provide materials, but I already have a system planned out for that.  It just needs some more Essence pumped in and then there's a way to have simple conjurations.  Alternatively, in the vein of existing magics, I could craft the new materials off of a system that allows for such...  I believe it's the one with music.  And it would be very...Interesting, to see the required tonal patterns for these outcomes.  In fact, I would appreciate license to use that system for general purposes."

Oh and dgetga, I have an idea that could make the project functional much earlier. I'd start by making the first layer that will surround the fusion reactor and use it as a place to develop and test new technology and magic, and add more layers progressively as science/magic gets more advanced. Previous layers would be outfitted with the most recent layer's technology.

For divine study, there is plenty of things we still don't know about ourselves, and it would be useful to have a group of specialists dedicated to analyzing our work. And for your concerns about magic, I believe this instability could be easily avoided if we were to research it's cause and find a way to bypass or control it. What I am saying is that magic is still very primitive and much is still left to be found, just like science.

This just reminded me how much I love to use the scientific method when working with magic.
