Another option, if combat happens without much of a chance to plan, would be to have Contacts. Basically people who can just yell at the PCs during combat which provide minor bonuses related to their advice, or provide some sort of support such as by arranging for artillery support or something, but again, only if the battle is something they are in a position to give advice or support on.

No, I can assure you, none of this is part of some sort of hypothetical, convoluted plan to add and then inflate mechanics to the point they overshadow all else and turn this into a political game.
