I don't think scariness is the selling factor, it's more the twist that everyone and their grandmother knows regardless of whether or not they even watch it since it was all over the internet. If you want horror, go read the FATAL rulebook while keeping in mind that someone actually had to write it.

I heard it's supposed to get good towards the end when you figure out the implications of the dark universe Madoka takes in. Plus, people like magical girls but then it turns out to be this big subversion of the whole genre and you also get your weird sci-fi stuff in there as well and it's like Sailor Moon getting shoved into a Lovecraft universe. It's no Cory in the House but it has its merits.
