It's meant to be a relatively light-hearted plot anyway. More like a Kamen Rider show than anything.

Understating the target's survival chances there. Assuming all their cannon fodder, if mechanically represented, were capable of taking hits for them, they'd have a pretty good chance of surviving simply because none of the Corwndwm PCs have proper crowd-control Actions.

Because even if their plans fail the damage and disruption to civil infrastructure will cause losses in productivity, increases in insurance premiums, lower tourism profits, and generally just raise the cost of living.
