Is it possible to have a Perk that binds every Main Action to a piece of equipment? So basically instead of having proper Main Actions, the character just has pieces of equipment that are purchased and upgraded via Ability Points and which grant them a corresponding Main Action, the drawback being of course that they can't switch out their gear without losing Actions, and that their Actions effectively take up an equipment slot as well?

Think of it as a far more extreme version of the Fairy System. It trades flexibility for greater power.

Perks

• Battle Hardened: DEX is increased while performing an Offensive Action.
  
• Regenerative Implants: Recover 10% HP per Turn.
  
• Nanohealer: Heals can also Critical, doubling the effects.
  
• Soldier of the Endless War: This character does not get innate Main Actions. Instead, they start off with 5 pieces of Equipment that each grant a Main Action. Such equipment only works for the user and cannot be lost, but if it is not equipped, the Action it grants will be unusable. Action Point investment upgrades both the Equipment and the Main Action. More equipment with such properties may be acquired at the cost of 2 Action Points.
  

Equipment/Main Actions

• Weapon, SABR-15 Assault Rifle - Level 2
  2d8 Physical Ranged Damage
  Hits 2 Times per Attack with X% Miss Rate
  Grants the Active Action, Aim: The next Ranged Attack is guaranteed to hit. Counts as an Offensive Action.
  
• Bauble, NanoComm Headset - Level 2
  Grants the Active Action, For the Republic: For 3 Turns, the user is able to perform two Offensive Actions per turn. Ranged Attacks gain DEX debuffs. Melee Attacks cancel out incoming Melee Damage point for point. 1 Turn cooldown after the effect ends.
  
• Bauble, Healing Kit - Level 2
  Starts with 4 Charges at the beginning of combat.
  Regains 1 Charge every 5 Turns.
  Grants the Active Action, Disperse Nanites: The target gains Regeneration for Charges_Spent*2 Turns. Can target an unlimited number of units, splitting the potency of the Regeneration between them.
  
• Bauble, ACE2 Multitool - Level 2
  Can replicate small objects.
  Grants the Active Action, Nano Revive: Resurrect a Stabilized ally at 50% HP. The user takes increased damage this turn.
