Actions should already cap at the Player's level. It was in the old rules, and should be in the new rules unless Elf left those out
So if your level 6, your actions cap at 6.

That is still in effect, the issue being discussed is that the cap might be too high. Imagine what a Level 6 Aura Charge, Deep Pass, or God Hand would do.

Or a Level 6 Deep Pass boosted Level 6 God Hand at the same time as Inomi mimicking Aesford and doing the same for an already Aura-Charged Level 6 Boosted Swing.

Maybe 1 or 2 turns of set up, instantly half health boss. If they roll low and the boss has stupidly high HP and RES.
