C and A are both terrible options. If they are more trouble than they are worth, best to kill them and sponsor settlement into their lands. If we just leave, either taking their money first or otherwise, they will start shit again at some point down the road. B (and in theory D) settle this issue once and for all.

Also I'm not going to lie every time I hear the Hurthlings talk it makes me feel bad about hurting/fighting them. It makes it easy to forget that they're so good at shanking people.
