Schwarzes Holz Streitkräfte Council Negotiations, Day 1The meetings over the current state of the war and plans on what goals should be reached by the end of next year has begun in Großartige Flussstadt, a city not too far from the capitol, and it is overseen by the highest ranking admirals and generals. This all takes place in a mansion built years ago that eventually found its way into the possession of the state and made into a headquarters for military affairs, and inside it, the Luftjäger are given a decent set of rooms, though while its not the luxurious rooms that the higher ups in the army or navy get, it is the kind of rooms that the officers and minor generals get, so its clear that the military respects your work and recognizes it as at least somewhat valuable...Especially considering all but the highest Bureaucrats for the more civil side of things basically got a single closet with a bed to sleep in...
Once everyone had arrived and was accounted for in the noon, the first meetings would begin in the dining room turned war room, where upon for the first five hours there was nothing said other than speeches on how the empire would be victorious, how important it is to devote resources to make sure it is ended as soon as possible, and on the bravery and valor of those in the armed forces. And its quite likely some of those were specifically directed at those civilian bureaucrats... Still, once the time for inspirational speeches was over, the navy and army quickly went on to their plans, why they deserved more funding than the plans the army had, and while there are are plenty who try and work together with their naval or army allies on what they are doing and how to defeat the prens together, there seems to be a not so subtle tug of war over who gets the bigger chunk of the states resources.
While this seems to be going on. There are plenty of chances to get in the thick of the negotiations, and quickly, one of the engineers would join in this bit of tug of war, mostly to aid in the construction and deployment of the ambitious Drachen project.
Formal Request For Continued Interservice Support
As noted by all forces recently, air power has become a crucial component of war. Naval forces and ground forces are still key at actually taking territory, but with the support of our air power they are capable of a level of performance unobtainable without our assistance, yet unthinkable without their own dedication to the defense of our nation.
Recently, we have begun to decimate Pren Gwyn positions and nearly managed to eliminate their air force as a meaningful competitor to our own. They are, however, beginning to catch up, as is inevitable. Our enemies are sadly not fools, and could not allow their air forces to be completely destroyed. In order to maintain our advantage and continue to push back the enemy, we require additional aid in engineering new planes, help in moving designs into prototypes and prototypes into production. Presently the Drachen project is a promising means to transition our air power from a primarily reconnaissance and defensive role to a more offensive one, in which we are capable of taking the fight directly to the enemy, destroying their artillery, ships, and railroads, leaving them vulnerable. Just vulnerable enough, perhaps, for the Army and Navy to get the breakthrough they need to shatter the stalemate and send the Pren Gwyn running back to their capital.
In order for the Kaiserliche Luftjager to continue to provide support to the other arms of the military, we require the finishing of the Drachen project as fast as possible, and an increased budget when the time comes, so we can rapidly deploy the new aircraft to the fronts where it is needed most. We request engineering expertise from the Army and Navy for the short term so that the Drachen project will be completed, and request funding from both arms for when the project is finished and we need to build Drachens. Drachens funded by the contributions of either arm will be dedicated to fronts and tasks as requested by the arm that funded them (with the advice of our tacticians on how they may best be able to provide support), as we wish to aid the rest of our military in striking decisive blows.
(Clarification: We want to get some form of free progress on the Drachen, as much as possible, and offer guaranteed support to any arm that funds a unit of Drachens. In exchange, we are directly aiding the other arms and not pushing for an equal position as a true branch of the military, which would presumably mean we'd be getting some of their funding or whatever.)
The Luftjager believes that air power cannot fight wars on its own, and while we do hope to earn our place as a fellow branch of the military we first wish to ensure that this war is ended. This, we believe, is the best and fastest way to end it.
The speech actually seems to be well received, and quickly gains the support of a decent amount of the admirals and captains of the navy who were present, on the condition that more powerful radios are made for the craft so that it can utilize its range more in a recon roll and one squadron is deployed in the western or central front for naval search. Additionally, a admiral puts forth the idea of possibly using it as an 'areal torpedo boat' and convinces a few others to offer to support the creation of an areal torpedo for the use of the air force in exchange for another squadron to be deployed with the recon one as to be used similarly to how Fischfänger and Löwe Geschwader are currently at least, though obviously they'd appreciate more.
The army meanwhile seems to be interested, though not as much as the navy. They make a request that if they are to support the production of the design they want at least four squadrons bombing the Prens army within six months (or two seasons) of the projects completion along with proper recon for their targets for at least a season. While some seem...adamant about rushing the production of the aircraft to get revenge on the Prens for their own bombing campaign, there are a few more sympathetic generals who say they are willing to negotiate exact terms for this.
After a bit more discussion, there would be a break for dinner, which would actually take place out side in the back yard, mostly due to the simple fact that it wouldn't be wise to eat and drink on top of all the maps and it would be quite a hassle to move everything around. Interestingly enough however, while eating, one of the civilian bureaucrats would come over and ask if perhaps you could spare a squadron to more civilian duties, specifically air shows like you had done once before. They cite it might be a good way to get funds directly from the people instead of taking more of the national budget, and at the very least if you don't take the money yourself it could be useful to get the army or navy more friendly to you.
After dinner, some more minor things are talked about back inside, such as some complaint about how helmets and life jackets are still not standard issue for the army and navy. Otherwise, nothing particularly note worthy or at least relevant to the air force is spoken about outside some talk the members of the army and navy have among each other about what you have suggested before the day is declared done and everyone has some time to relax before going to sleep for the next day of planning, convincing, and debate...But for now there is the opportunity for the Luftjäger to come up with new proposals or replies to existing ones tomorrow.
