Never. Also in terms of semantics, nebula are clouds. Wouldn't an aquatic nebula be a really big bubble, like a planet that's entirely liquid? Funky.

Also, if it orbited closer, what would water of that depth look like? After a few tens of miles down, wouldn't the water start to heat up from the pressure? And so wouldn't you get convection cycles?

1. Titan's far enough out that it's cold enough to hold on to an atmosphere. If you moved it into the habitable zone, it'd lose that nice swaddling blanket of gas.
2. Titan's the second largest moon in the solar system. Europa's smaller than Luna.

We've already estabilished that Europa contains water under it's ice layer. Mostly because the ice, while being bloody thick, isn't unbreakable. It cracks and moves, hinting that something underneath is moving it.
