They are looking at a very big city. The buildings get taller the farther in one gets.

Amazing... Erden stared at the city from a distance as they walked and could not quite trust his eyes It was an impressive sight of concrete, steel, glass. But for all it's grandeur something nagged at him. How was it that this place came to be? He turned to Lady Jack. "Are all cities like this?"

There are signs outside that send... rather pleasant messages. It almost counteracts the creepiness of the city with naught but mannequins to fill it.
