Decreased morality maybe, but powers are something you'd have to acquire later. You'll have to start out as a rather low-end crook, probably with a dragon-themed schtick, then run into the ritual later.

Could I start just before he enters the area the ritual is occuring?
Graduating from tool to cool is a goal, not something available so close to the start. You could be involved with the Triads, be some kind of geek/LARPer criminal with a dragon theme, or even be a flunky for whatever cult is eventually responsible for the ritual, or any other menial starts you could think of.

I don't mean get them all at once.  I mean the ritual is the trigger, with 5 turns later, mindset starts to appear, 5 turns later, mindset solidifies, 5 turns later, slightly more fire resistant, 5 turns later...

Edit: it doesn't need to be right before, just somewhere along the investigation.

Yeah, having actually useful superpowers kind of puts you in the C-List by default, unfortunately. Completely contrary to the spirit of the thing, it is!

Short Description/Bio: He wears a cookie costume with chocolate and salsa chunks in it. Outside of costume, he looks like a normal guy. He is a megalomaniac, who thought the best idea was to make himself look like a giant cookie.

Alright, gonna start deciding soon, but I'm going to let Zanzetkuken revise

Zanzetkuken: Having the process already in effect would be a bit much. Being a former police officer with red-belt martial arts training makes you, at the very least, that one lieutenant mook that Batman always has to wrestle with before he gets the main bad guy in a TAS episode. You need humbler beginnings. Here are some suggestions, feel free to come up with something of your own:

1) You are a fresh recruit for the local Triads, wet-behind-the-ears and overenthusiastic. You've already gotten a dragon tattoo to show your moxie, despite not having done anything yet.

2) You have been an RPG enthusiast all your life, and have decided to take to the streets to satisfy your drive for adventure and bloodlust. You've heard rumors about a local magic shop and decided to rob the place and get some sweet fantasy loot.

3) Under promise of mystic power and steady employment, you've taken up with a local cult. Of its few members, you find you're stuck with the most menial jobs, but you know your work shall pay off.

4) You've dubbed yourself "The Dragon" and set out into the streets to satisfy your pyromania. Armed with aerosol cans and lighters, you shall burn Gotham to the ground!
