I mean, I’ve already said the things that I could come up with.

Maybe have a codeword that we can ask for to make sure that the person who has the radio is the one supposed to have it? I can’t think of a reason it would ever be important, but hey, why not. That would probably just get us false alarms.

Um... you should always be able to see at least one other soldier. If you are looking in a direction and don’t see one of our guys, set a (subtle) alarm in that direction.

So one of the things you're going to have to consider when designing the guards pattern is that there's only a limited amount of stuff you can have them do and remember. With that in mind, I have options for you.

The way this will work is that there are weights for certain events happening. Weights are changed by your decisions, which make certain things more possible or less possible. Then a hidden dice is rolled to determine what actually happens. At the beginning, all of the following have weight three:

  • The rebels kill a set of your guards without word getting out.
  • The rebels sneak past your guards without any confrontation.
  • The rebels confront your guards in a prolonged battle. Results in roll.
  • The guards spot a group of rebels before they spot you.
  • The guards confront the Mittani’s forces. Results in roll.
  • The rebels notice the security presence here, and choose not to try anything this turn.

Choose two general surveillance/search doctrines.

A: Travel in pairs at all times. Makes it less likely that guards can’t get a word out before being killed, but the men will be more divided and the search will have more holes. (-1 to Result 1, +1 to Result 2)
B: Keep within sight of another set of guards. While it does almost nihl the chance of being silently killed, this means that your guards will be restricted in their movements and cannot focus on searching as effectively. (-2 to Result 1, +1 to Result 2, -1 to Result 5)
C: Maintain a 360 awareness of surroundings at all times. While this means the guards will be harder to sneak up upon, such divided attention makes it easier to get past them. (-1 to Result 1, +1 to Result 2, -1 to Result 4)
D: Actually patrol and move around the area. This is likely to hinder the rebels, but after a bit of watching and waiting they will be able to get around more quickly. (+1 to Result 2, +1 to Result 5, +1 to Result 6)
E: Search in houses and down alleys; not just watching, but also looking for the rebels. Increases chance of a confrontation, and you might just catch the rebels off guard. (+1 to Result 3, +1 to Result 5. If a confrontation happens, you tend to have advantage.)
F: Have continuous checkups using a code word. Won’t change the weights any, but if Result 1 comes up then you will respond within 5 seconds rather than 5 minutes or so.

Wenton Celling instructed the soldiers to fan out around the dock, taking turns calling each other and verifying that they were in fact in possession of the radios.

“Four one calling five” the voice on the radio says.

“Five five calling eight,” a different voice answers.

“Eight six calling two.”

That was Celling’s cue. He clicks his communicator into broadcast mode. “Two nine calling four,” he says.

“Four nine calling one.”

“One seven calling six.”

There is a pause.

“One seven calling six,” the voice repeats in a slightly questioning tone.

There is a pause.

“One seven calling six!” the voice shouts, worried.

Celling presses his button again, mind snapping into high alert. “Unit six! Come in!”

“Full alert!” someone else says. “Unit six has gone out of contact!”

“I am in pursuit!” shouts another voice!

“Who is that?” demands Celling. “Stay with protocol! Regroup!”

“Unit five!” shouts the other voice. “He’s here… he’s been stabbed! I can see someone running away down some alley! I’m chasing him!”

What do you do about Unit Five?

A: Allow him to chase down the person he saw.
B: Order him to stay and see if anything can be done to save Unit Six
C: Tell him to fall back to the dock junction.

What do you tell the rest of the people?

A: “Remember the plan - regroup completely before engaging!”
B: “Scatter! Find him before he disappears!”
C: “Guard the ships! The rebels must be going there!

Nuclear option.
