Nah, the term came out of skull-measurers in the first place, sure, but nowadays it's used mainly by modestly educated WASPs who are racist, but don't want people to think they are, and therefore feel that it's the polite term for "white". You don't hear "white power" types use it, they just say "white" and love it.
