They'd need to be injured first.  Injuring them ourselves could work, but would be risky.  Our protection racket would also fail if the NPCs didn't have anything.  That and... how many NPCs are there?  Just the chief and the various shopkeepers, as far as I can remember... well, that and the enemies.

There's also Mili, the mailman, Wilford...okay, two of those are dead, but still, they and Al indicate that there's more people than shopkeepers and Chief in town. Someone's going to be hurt, whether by accidents or wandering Illborn, and having Cherish heal them for a bit of change seems like a valid way to earn a few extra coins.

If we're going to pull a protection racket, we'll need to be able to actually find the people.  I guess knocking on doors could work, though.

On the other hand, if we don't pull the protection racket, finding someone right when they get hurt could be... really hard.  Pretty much the sort of thing that only happens if FFS makes it happen for plot-related reasons

Or if we roll moderately well. I'm guessing that there's at least one person who would be willing to pay a few dollars for healing some minor or slow-healing injury in most real-life communities about the size of the Underside...and they aren't next-door to a bunch of monsters who want to kill them.
