I should probably explain my reasoning for B.

A sounds like it may lead to suicide
C will likely reduce our reputation and maybe imperial authority even further
D makes me worried about Cyl becoming a zealot and damaging our whole religious equality thing.

B is the least damaging.

I'd be concerned that alcoholism could damage imperial authority more than sleeping around.

Admittedly I'm also really tempted to just start singing "sound of silence" and go with A instead.

D might grant Cyl an affinity with the alldivines, but as long as we control Cyl, we can prevent him from actually becoming a Zealot. Religious equality dose not mean the emperor cannot have a religion.
