Gum up the entire fortresses working because everyone is a hauling that meat the the stockpile. Because the butcher's workshop is immediately next to the food stockpile the entire fortress is stuck in that one area. A goblin invasion hits, breaks into the fort, and everyone is stuck in the stockpile. Cue the tantrum spiral.

WWUD in this tantrum spiral, assuming he was incapable of tantruming?

Make a lot of meals from all that whale meat and, because of boost to the mood granted by food, stop the tantrum.

Nothing, dwarves don't have executions, they have hammerings. And because the hammer is usually some 12 year old with atrophied muscles, and candy hammer, he can just shrug off the blows.
