I just discovered the bizarre world that is North Korean propaganda cartoons. Kids fighting Americans with school supplies, insect bombs, nazi alligators, freakin' kung-fu veggie tales.

Aye, the "dub" is in fact a joke and quite hilarious one. It's explained in video description.
The original seems to be a report of some sort on Romania, as this name is mentioned around 3:00.

A local attorney is advertising on local billboards. His name, unlike the rest of the ad, is always printed in western text, "Dr. Goomba".

A domestic car company is an acronym, pronounced F.O. They make pretty direct knockoffs of foreign makes. I guess their name is also their message to the original designers.
