A) Alldiviners must be right. Let's sponsor construction of a new temple to show our gratitude for the blessing.
B) Pantheonists sound reasonable. Let's order mandatory attendance in Pantheonist rituals as long as the sign of war persists in the heaven.

A.  We're "doing something", which is what matters, but it's less forceful than mandated fasting and less horrifically unpopular than murdering eleven people.  I'd argue against D because we are already developing a reputation for passivity amongst the people and the common folk do actually care about all this mystic crap.
