After speaking these words, get up close and walk up the stairs/through the hallway, trying to see if their is another gang member behind the voice, and if not, with knife ready, assess how far away the voice is and I where he is
You explain that you're one of the errand boys for Tony, and that you're concerned about not only the power generator going out, but the highly likely possibility of a rival gang member causing trouble. You then state that this current turn of events wasn't part of the deal, and that you would like to meet Tony.
While you explain yourself, you move closer to the voice, knife at the ready, and discover that the voice belongs to a man in a tank top and shorts. He doesn't appear to be either armed or one of the gang members, but simply one of the tenants that happen to be stuck living in a gangster-infested apartment.
"I'll leave you be, then. Don't want no trouble with you guys." The tenant goes back to his apartment room, located right at the beginning of the hallway. Tony must be in the other rooms on this floor.

In front of you is the door to the main hallway. The bathroom dweller lies unconscious.
To the right is a bathroom.
To the left is the apartment windows.
Behind you is the door to the narrow room, and the grating behind it to the power generator below.
In front of you is an open door, revealing an apartment room.
Behind you is the ladder that you used to get in. The shotgun wielding man's corpse lies below, and an angry gangster with a gun is present.
In front of you is the front door.
To the left is a small body of water filling up a moderately-sized hole in the ground, and the side windows of the apartment. You also see a neighboring building across the street with large pipes on the roof that pass by close enough to the apartment windows on the third floor.
To the left and ahead past the apartment is an alleyway.
To the right is what looks like a power generator for the apartment, and a ladder leading to a grating. The grating allows access to the back of one of the second-floor rooms. There is a corpse by the generator. There is also an angry gangster with a gun.
Further to the right is the back of a neighboring building, with a ladder to the roof.
