They are startled because they know theyre on camera.

Even if it wasnt announced, the law of gossip says that by the end of the first day most employees would know.  And being 'surprised' is the best way to get brownie points.  I believe most in the video were not actually surprised.  Real surprise would be the jumping and hand twitching that isnt happening with most people in that.

They did focus on that one person who was easy to prank however, they could have known how she reacts. Out of everyone else in the building only 3 or so people actually reacted in the whole day they were apparently doing that. There could be dozens of people who didn't really react that got left on the cutting room floor. There really isn't any reason to think everyone else was acting, since they didn't end up with a whole lot of footage that didn't involve that one girl.
