It's not that complicated.  Pluto, not being planet, is in the Furthest Ring.  Thus when Arnold died, he immediately merged with his dreamself.  Derse dreamers like Arnold (*obviously*) wear purple.  What some don't know is that the Magic Schoolbus characters have sprites for dreamselves.  Arnoldsprite immediately prototyped with the coldness of space, explaining his ice-form.  It's obviously not a layer of ice, after all.  Water vapor on Pluto?  In an educational show?  Ha!

What really intrigues me are the slashmarks on his glasses, which lead me to think that this is a scratched session-
