That's what Wild West Warhammer part is for. You get some shitty mining settlements, huge long range trains, cheap stub weapons and maybe a bunch of bigger cities where the Warhammer part is much more prominent. All amongs this, an undercover, perhaps rogue Inquisitor goes around in a poncho and shoots people, and sorry bunch of players need to find him despite not having a single damn idea how to survive in world like that. No more hives, high-tech and people who give a damn about religion anymore.

Orks v Chaos I'd say.

Orkish Speed Freakz against a Raptor Cult/Biker Warband.

Stormboyz streaking through the air only to be smashed into by raptors and borne to the ground, Ork and Chaos bikes grinding against one another in close ranged firefights and high speed blade duels, the fallen being pulped under heavy tires.
